The hidden Homeless crisis in Delta park. North Portland’s Delta Park has one of the highest concentrations of heavy drug addiction in the city. Running alongside I-5 is more than half a mile of extremely dense homeless camps—most of them completely hidden unless you walk directly past them. I posted this video two weeks ago of a severely mentally ill, homeless woman rolling around in the mud. Her name is Tiffany, and she is completely incapable of taking care of herself. After the video was posted, it went viral and incredibly, and finally she was placed on a medical hold. The plan is to try to get her commit committed.
